About

Oversees environmental consulting activities in industrial water and wastewater, power, regulatory compliance issues, and testified in a number of pollution related actions. He has detailed experience in landfill issues, air and wastewater permitting, environmental assessments, hazardous waste management, industrial waste treatment, Superfund issues, leaking underground storage tank (UST) investigations, and remediations. With over 40 years of technical and management experience, he has evaluated sites, designed water and wastewater treatment plants, performed and reviewed historical and cost evaluations for over 100 landfills and National Priority List (NPL) Superfund sites and has conducted the preliminary and detailed design of over 100 industrial and municipal waste treatment systems and sewage systems. Mr. Cooper has conducted environmental assessments, water supply feasibility studies, financing and utility rate studies, and reproduction cost studies. He has also consulted in hazardous chemical spills, witness test verification, expert testimony, and is certified to serve on a value engineering team. Mr. Cooper is the past chair of the Residuals Management and Solid Waste sections of the TAPPI Environmental Division, past chair of the Disaster Preparedness Committee of the NC AWWA WEA, and the past chair of the Industrial Wastewater Committee of the NC AWWA WEA. He is a Trustee of the North Carolina AWWA WEA, and member of the Reuse Committee and the Technical Program Committee. Mr. Cooper has given over 100 presentation, technical papers, and published articles in industrial wastewater and other areas of environmental consulting, including micro-contaminants, PPCP, and ammonia/nitrate removal.
